Alberta’s Intermunicipal Collaboration Frameworks

A collaborative approach to the strategic provision of municipal services and infrastructure.

What is an Intermunicipal Collaboration Framework (ICF)?

The amendments to Alberta’s Municipal Government Act (MGA) that came into force on October 26, 2017, introduced new requirements for municipalities to develop Intermunicipal Collaboration Frameworks (ICFs) with each neighbouring municipality sharing a common boundary. This is an important step in the evolution of Alberta’s municipalities and will impact the governance and planning framework for each local government going forward.

The introduction and mandatory requirement for ICFs reinforces intermunicipal collaboration, the strategic provision of services and infrastructure, and the efficient delivery of those services and infrastructure.

Specifically, ICFs are intended to:

  • Provide for the integrated and strategic planning, delivery and funding of intermunicipal services,
  • Steward scarce resources efficiently in providing local services, and
  • Ensure municipalities contribute funding to services that benefit their residents. (MGA, 708.27)

Service Requirements

All municipalities are required to adopt ICFs with all bordering municipalities addressing at minimum transportation, water and wastewater, solid waste, emergency services and recreation as well as any other service deemed beneficial to residents by April 1, 2020.

In each service area, ICFs must outline which services will be provided municipally, intermunicipally or by a third party going forward.  For each service provided intermunicipally, the ICF must also describe which municipality will lead service delivery, how the service will be funded, and the timeline for implementing a new intermunicipal service.

ICF Facilitation
